Why Good Governance is Needed in Nepal?

Good Governance:-

Governance is “the process of decision-making and the process by which decisions are implemented’. The term governance can apply to corporate, international, national, local governance or to the interactions between other sectors of society.

Good governance is an indeterminate term. It is called “Sushashan” m Nepali meaning better, ideal and efficient ruling. It describes how public institutions conduct public affairs and manage public resources. Recently the terms “governance” and “good governance” are being increasingly used in development literature. It is the opposite of bad governance, which is regarded as one of the root causes of all evils within our societies.

8 Essential Things Must Need for Good Governance in Nepal

Good governance in Nepal is needed in every field. It is vital for making proper use of the human, material, and financial resources. It is required to meet the needs of people by mobilizing internal resources and controlling corruptions. By maintaining good governance in Nepal, we can fulfill public needs, distribute national income proportionately, provide speedy and credible services, control bribery, irregularities ^nd promote public confidence in the institutions, it is important to check corruption and impurity to promote the interests of underprivileged.

Components or elements of good governance in Nepal

There are at least 8 components of good governance in Nepal. There are these 8 things must need or essential for good governance in Nepal.

  1. Participation,
  2. Rule of law,
  3. Transparency
  4. Responsiveness,
  5. Accountability
  6. Equity and inclusiveness,
  7. Consensus-Oriented,
  8. Effectiveness and Efficiency.

1. Participation:

Participation is most essential things for good governance in Nepal. Participation of Nepalese citizens in the state affairs directly or through legitimate institutions or representatives is important to good governance in Nepal. As far as possible. the most vulnerable groups in the society should be included in decision-making. There should be freedom of association and organized civil society. Government alone cannot end corruption, ensures accountability, impartiality, competent and able administration. So there should be active participation of the people, the civil society and non-governmental organizations to maintain good governance.  It is one of the challenges of governance in Nepal.

2. Rule of Law:

Rule of Law is most essential things for good governance in Nepal. Rule of law means everyone in the country is under law, directed and controlled by law and every process is carried out as per law. It is the fundamental requirement for good governance. Good governance is simply no possible where there are weak, incompetent and corrupted judiciary and police force, even the parliament of government. Rule of law is very weak in Nepal. To improve this is very challenges of good governance in Nepal .

3. Transparency:

Transparency is most essential things for good governance in Nepal. Transparency is an important component of good governance. Good governance can be promoted only where decisions are made and implemented according to rules and regulations in a transparent way and public information is freely and easily made available. To maintain the transparency is one of the major problems of good governance in Nepal.

4. Responsiveness:

Responsiveness is most essential things for good governance in Nepal. Good governance also means being responsiveness to the needs and expectations of the people. It is the duty of the responsible officials to serve and deliver services to the people within a reasonable time frame. Here in Nepal, l is one of the main obstacles of good governance in Nepal.

5. Accountability:

Accountability is most essential things for good governance in Nepal. Good governance requires accountability on the part of every institution: government or private, and also civil society towards the people going to be affected by its decisions or actions. Here, lack of accountability is one of the main obstacles of good governance in Nepal.

6. Equity and Inclusiveness:

Equity and Inclusiveness is most essential things for good governance in Nepal. It should be ensured that nobody feels excluded from the main stream of the society. As far as possible, every section of the society should be represented proportionately. Here in Nepal, lack of Equity and Inclusiveness is one of the main obstacles of good governance in Nepal.

7. Consensus-Oriented:

Consensus-Oriented is most essential things for good governance in Nepal. Good governance requires mediation of the different interests in society to reach a broad consensus in society on what is in the best interest of the whole community and how this can be achieved. It also requires a broad and long-term perspective on what is needed for sustainable human development and how to achieve the goals of such development. This can only result from an understating of  the historical, cultural and social contexts of a given society or community. It is a challenge of good governance in Nepal.

8. Effectiveness and Efficiency:

Effectiveness and Efficiency most essential things for good governance in Nepal. Good governance should ensure effective and efficient uses of available resources in the most transparent and accountable ways. This is the way ultimate essence of good governance. This will not only ensure good services delivery but also sustainable development by protecting the environment. It is a challenge of good governance in Nepal.

Challenges of Good Governance in Nepal

It is difficult to achieve good governance in totality in a country like Nepal. There are many seen and unseen, some deeply rooted challenges to Nepal. Challenges of Good Governance in Nepal are mainly as follows:

  • Illiterate and Weak Civil Society
  • Deeply Rooted Corruption
  • Weak Law Enforcement and Impunity
  • Procedural Administration
  • Lack of Public Awareness and Pressure
  • Instable Government and Unstable Policies
  • Old or Traditional Mind Set

To fight against the above challenges and to bring about good governance in Nepal, governmental, private sector, and every individual should work together. There have to mass awareness and educational programs launched. A structural reform has to be effected, our official and legal working procedures should be appropriately improved. Civil society and private sector should play more active role. Judiciary and law enforcing agencies should be appropriately empowered, trained and equipped. All of Nepali mindset need to be changed as per time. We all Nepalese should transform the administration from process oriented into action and service oriented.
